The impact of European integration on national welfare systems is one of the most crucial issues concerning the regulatory autonomy of Member States. In particular, the widening of the scope of the free movement of persons, and its later transformation into the most fundamental EU citizenship right, has added to the tensions already present in the interaction between free movement law and national social protection.
